City officials are considering the installation of "pooper scooper" vending
machines at Willard Beach, where dog droppings have become a hazard.
Geared to $.25 operation, the venders would dispense a card board box (scoop
device) that pet owners can use. The machines were suggested as an alternative
to hard-to-enforce laws that force people to pick up and dispose of their pet's
waste.
